Harrah’s Going Online, Taking WSOP Along for the Ride

It’s finally official: Rumors have been confirmed that Harrah’s Entertainment, Inc., a private company that ranks as the world’s largest gambling corporation, has hired former PartyGaming executive Mitch Garber to head up a new online division for the company.

On Friday, Harrah’s officially announced the launching of that new division, called Harrah’s Interactive Entertainment. This new subsidiary will also oversee the World Series of Poker (WSOP) — a hugely popular brand that’s growing at a dizzying rate in the U.S. and in Europe.

“As the world’s largest gaming company, Harrah’s is taking a proactive approach toward international and interactive expansion,” the Las Vegas Sun quoted Harrah’s CEO, Gary Loveman. “It is important we position ourselves to explore new markets as well as new technologies with our best in class brands.”

The company will retain Jeffery Pollack as the commissioner of the WSOP, making him the president of that subsidiary.

The land-based WSOP tournament began yesterday in Las Vegas. Last year’s tournament attracted 58,720 entrants from 124 different countries, according to the Sun.

According to the Las Vegas Review-Journal, Harrah’s also plans to launch a new online poker site themed after the popular WSOP brand. This entry into the online marketplace also explains why the company has stepped up to support recent legislative efforts by U.S. Congress members Barney Frank and Jim McDermott to overturn the Unlawful Internet Gambling Enforcement Act (UIGEA) of 2006 — despite the fact that online gaming is thought by many to be in direct competition to land-based companies such as Harrah’s.

Microgaming Drops Online Casino Over Entry to US Gambling Market

spankedResponding to online casino Intertops‘ decision to open a branch accepting US customers, Microgaming has decided to end its association with the Internet gambling site.

Just a couple days ago, Intertops Casino devised a two-casino system so that the company could use alternative software to re-enter the US market, after being forced out with the rest of the Microgaming network last fall. Yesterday, Microgaming responded, announcing it would sever ties with Intertops..

Intertops had tried to find a solution allowing continuation of its long association with Microgaming. The online gambling operator kept its Microgaming operation, labeled as the Green Casino, and set up a new division, known as the Red Casino.

The Red Casino, which once again welcomed US customers to Intertops, runs on Real Time Gaming software, a company which never left the US marketplace. Green Casino members would be free to play at either casino, while US patrons would be limited to the Red Casino.

But the procedure was not enough to satisfy Microgaming, who said its decision to end its relationship with Intertops is a result of the Internet casino’s insistence on accepting US customers.

“Intertops Casino is proud to have been powered by such a reputable, market-leading, gaming software provider over the past decade,” said Michl Posch, head of marketing for Intertops.

“Many will wonder how much of this decision is based on an eventual Microgaming plan to return to US players,” said OCA gaming analyst Sherman Bradley. “If Microgaming hopes to be a licensee when the US begins regulation of online gambling, it might have felt it had to respond to Intertops’ impatient move to show Congress it’s staying clean until approval is given.”

Bob Barr Calls for Legalized Online Gambling

Writing in the Atlanta Journal-Constitution, Barr says that there is no valid reason to “empower the federal government to continue prohibiting people from using the Internet to place bets.” He states that ridding the books of the UIGEA and limiting the Wire Act are the most necessary parts of Frank’s measures.

While Barr admits he doesn’t feel comfortable with compromises in the Frank bill, such as retaining the ban on sports betting, he still argues any movement in the direction of freedom is good movement.

Barr also notes a regrettable consequence of the Frank proposal would be an expansion of federal bureaucracy, creating a whole new regulating sub-division in the Department of the Treasury to monitor online casinos. But he writes, “If the only way to restore freedom in this respect is to put up with some form of regulation, let’s at least keep the regulatory aspect to a minimum and maximize the ability of adults to place bets online.”

Bob Barr is a former Republican US Representative from Georgia. He left the Republican Party as he saw Christian social conservatism overwhelm the libertarian economic conservatism faction as the party’s base. He joined the Libertarian Party in 2006, and has even reversed his position on the War on Drugs, calling now for an end to the prohibition he so long supported.

An unscientific online study by the White House shows US residents want more personal freedom, including the right to choose either to play at online casinos or smoke pot. The survey, which drew over 125,000 participants, showed the legalization of marijuana as the top issue on US minds. Legalizing online gambling qualified as the top technological issue for residents.

The Citizen’s Briefing Book is a continuation of the change.gov setup Obama used during his campaign to publish his thoughts on the Internet, as well as accept input from voters. Several of the top technology points relate to promises the President made while running for office.

Obama used change.gov last fall to assert one of his important goals is to “protect the Internet’s traditional openness to innovation and creativity and ensure that it remains a platform for free speech and innovation that will revitalize our democracy.” This position is clearly important to voters, naming legal Internet gaming as the first technological imperative, and Internet neutrality as the second.

“The administration can show it’s commitment by working with the new Congress and FCC to pass laws that make Net Neutrality the cornerstone to protecting innovation, free speech and choice on the Internet,” says the issue which virtually tied with online poker as most desired tech policy.

John Pappas, executive director of the Poker Players Alliance, says he’s not surprised online gaming finished so highly. “There is a very vocal community out there…through our website last year, over 80,000 letters were sent to Congress in support of licensing and regulating Internet poker,” he said.

Libertarians thinking of other issues of freedom remind the President that, as a candidate, he said, “The war on drugs has been an utter failure. We need to rethink and decriminalize our marijuana laws.”

Delaware Sports Betting Bill Passes

Delaware sports bettingDOVER, Del. (AP) – The state Senate approved a bill Tuesday that would authorize Delaware to become the only state east of the Mississippi River to offer sports betting, sending it to Gov. Jack Markell for his promised signature.

The Senate passed the bill 17-2 without a committee hearing, suspending its rules before voting. The decision came on the first day back in session after hours of closed-door negotiations.

“I’m pleased they acted so quickly,” said Markell, who fought to resurrect the bill after an initial House defeat last Tuesday. Markell and other administration officials negotiated for hours last Thursday with House Republican leaders who had led early opposition to the measure and were finally able to reach a compromise.

Because of a brief unsuccessful experiment with a sports lottery in the 1970s, Delaware is one of only four states, along with Nevada, Montana and Oregon, exempted from a 1992 federal law banning sports gambling. As the only state east of the Mississippi River that can offer sports betting, Delaware has a distinct edge against slot machine competition in neighboring states.

Markell is expected to sign the bill this week, even as the administration awaits state Supreme Court action on its request for an advisory opinion on the constitutionality of the proposed sports betting lottery.

The court initially rejected Markell’s request as premature because a bill had not actually passed the General Assembly. But it agreed to maintain the schedule it set for court-appointed attorneys to submit briefs for and against the plan, with a possibility of hearing oral arguments next week.

The proposed sports lottery and the money it would bring are key to Markell’s plan to address a projected shortfall of more than $600 million for the coming fiscal year.

Nonetheless, sports betting could face a legal challenge by professional sports leagues.

The NFL and other professional sports leagues, as well as the NCAA, remain opposed to any sports betting in Delaware, saying it would tarnish the image of athletics and lure young people into gambling.

“We expect that everyone involved in the administration of sports leagues – professional and college – will review today’s action and evaluate its impact as other decisions are made by Delaware officials and the Delaware Supreme Court,” National Football League spokesman Greg Aiello said in a statement.

The bill calls for the state lottery director to develop rules for a lottery allowing people 21 and older to wager on athletic events, except collegiate or amateur events involving a Delaware team. Sports betting would be allowed only at the state’s three existing slot machine casinos, which have a state-granted monopoly on gambling in Delaware and have pushed for sports betting for years. They nevertheless lobbied heavily against Markell’s proposal because it calls for the state to take a larger share of casino revenue.

In response, Markell quickly backed off his initial proposal, which would have authorized up to three more slot-machine and sports betting casinos, and sports betting at up to 10 non-casino venues, such as sports bars.

In the compromise struck last week, the administration agreed to reduce the increased percentage of casino revenue going to the state, set the annual licensing fee to be paid by the three casinos for sports betting at $4 million instead of $4.5 million, and to work with the casinos on introducing table games as soon as possible.

Even with the changes, Markell has said the legislation should bring in at least $52 million in the fiscal year starting July 1, close to the $55 million expected from the previous proposal.

“I think it’s going to be an unbelievable cash cow,” said Sen. Colin Bonini, R-Dover. “We’re the only ones on the East Coast, and there’s a huge underground economy that no one’s been able to measure.”

Dutch Version of UIGEA Causes Online Casino to Sue

The Netherlands’ Ministry of Justice informed the country’s banks recently that, because there are no Internet gambling sites licensed by the government, the banks should begin to halt operations with those sites, including payment transactions. Betfair managing director Mark Davies said the ministry’s actions “fly in the face of the EU principles of open and fair competition.” He says the government’s order to Dutch banks must be held to not be binding.

The Ministry informed banking leaders in a letter that, because there is no licensing available by the government, all online gambling sites are unlawful, and that it would be “inappropriate for banks to provide facilities to the providers of illegal games of chance.”

Not only the Dutch financial system, but several departments within the government publicly denounced the payment blockade as poorly constructed and beyond the ministry’s jurisdiction.
